What this generator does
Draws an encounter that cannot be resolved by fighting. Most tables under-use these badly, and the reason is structural: combat has rules and everything else does not, so it takes deliberate preparation to make a non-combat scene feel as consequential.

Practical tips
- Decide in advance what failure looks like. A non-combat encounter with no failure state is a cutscene, which is what makes players reach for their weapons instead.
